They not only interfere with cell phones but also with licensed RF channels in the 950 mhz band used by broadcasters for inter-facility links. As annoying and inconsiderate as some cell phone users are, it is a federally licensed service and subject to protection from interference by the FCC. In addition, interfering with these frequencies can cause serious issues with emergency communications.
If you're seriously thinking about procuring one of these devices from the grey market, don't.
I would instead suggest having the balls to actually approach the offending cell phone user politely and let them know that they are bothering you. Most cell phone users have no idea that they are bothering someone else!
